Installing MODx on Verio

Hi there,
I’m installing MODx .9.6.3 on Verio for a customer but I’m running in tons of issues. First I couldn’t run the install because the link http://mysite.com/install/index.php?action=language got into an infinite loop. Then somehow it worked but I’m now getting parsing error. The file under the data directory cannot be accessed... Anything I should be aware in advance.
Anything to share would be appreciated.

Here they are:
The customer has the Windows Enhance plan type from Verio.

-Web Server: IIS version, Windows Server 2003, PHP version 5.2.6 mapped with CGI

- Database MySQL 5.067

- MODx 0.9.6.3 - Straight installation out of the box.

May be the customer should switch to the UNIX hosting plans from Verio? Any comments.
