mod_rewrite to .html

Hi all

I am interested in knowing how you would accomplish some rewrite expressions that would turn index.php?id=4 and all other pages into something where the alias combines with the extension .html

So for instance index.php?id=4 equals about-me.html when rewrite engine is on?

And do safemode have to be swicthed on for this to take effect?
