Is there a way to specify manager permissions for a new document?

I need any document created by any user (regardless what privileges that user has) to have the permissions that its parent document has.

    Is this possible?

    Here’s the situation:

We have documents so that each user has a page (document) and they can edit that document in the editor. They create child documents and these documents have no manager permissions set, which leaves them open for any other user to edit. The user doesn’t have access to edit permissions of the document, so he/she can’t set permissions after they create the document.
