Can it create php files and code without me knowing how to program in PHP?
MODx isn’t a code generator if that’s what you mean. You can’t type in a specification/template of some sort and transform it into PHP code that then executes. You can write and include your own PHP to extend the core and also use a myriad of 3rd party components that will allow you to do mostly anything.
You don’t need to write any PHP to use MODx if you don’t want to.
I’d be surprised if whatever kind of site you have in mind MODx wouldn’t be suitable.

I bought a social network that was made with MODx and was wondering if the PHP was generated by it.
However, I wasn’t thinking that you would type in something and a PHP code would appear - more like choose from a list of already made scripts and just arrange them to make something magical out of it.
I think you’re on the right track. The best thing is to look at what you have and try to figure out how it works before you start tinkering.
