File Source Permission options displaying different options

Working on a MODX Revo site (2.6.5) on the MODXCloud hosting environment (this same issue is also happening on a different server we just migrated to: Bitnami) in which in the File Source tool in the MODX manager is returning different options when selecting files on the server.

If I right click on 1 file (both are PDF files), I only see 1 set of options (see screenshot)



but if I right click on another PDF file in the same directory:



I see different options (see screenshot). The files both have the same permissions, so it's not very clear why there is this difference. Anyone seen this before or have a recommendation to fix the issue to keep the options consistent?
