Did you upgrade to 2.6.0 first? It's a good practice to always upgrade to the x.x.0 versions rather than jumping over them. I just upgraded to 2.6.3 and it does report that version in the Manager.
BTW, no need to delete the core/cache files when using UpgradeMODX -- it does it for you during the upgrade.

That comes from the settings_version System Setting, though it should have been changed in the upgrade. Have you tried visiting with your browser in incognito or private mode? It may be something stuck in the browser cache.

Yeah tried it in incognito and on a different browser. Same thing.
setting_version is 2.6.3-pl in System Settings but the header still says MODX Revolution 2.5.7-pl
The UpgradeMODX extra panel in the dashboard says this too

Upgrade Available
Current Version: 2.5.7-pl
Latest Version: 2.6.3-pl
(Note: All users will be logged out)

It might be a permission or ownership problem with some directories. Most likely would be the core or directories below it.

Finally figured out I had to flush the memcache server.
