Answered web user vs manager user not documented well

Hi

I'm stuck with this. Documentation is very poor in this subject so I don't know exactly:
1. What is exactly difference with web user / manager user?
2. How to realise web user login? Doc says: use WebLogin, another articles says: use WebLoginPE but newest Evo says: LoginPE is replaced by FormLister but no example how to use it

I have webpage where every user shoud edit his own specified document on the tree (with files/images uploading but only own folder). Document should be public visible. How to realise it? web user or manager user? Editor just needs to be able to edit his text - nothing more.

OK, I found great articles about:

but still have problems... created users, added role with permissions to edit, save, publish page but when log in and use quick edit or go to manager, everythink is broken (no css? no content?)
