Unable to save or create new resources, error log report tagger class not loading

I recently changed the server of a site. For the first time since then, trying to save an edited resource or creating a new one doesn't work. Error log states:
[2018-01-30 08:34:54] (ERROR @ /manager/index.php) Could not load class: Tagger from tagger.
[2018-01-30 08:34:54] (ERROR @ /manager/index.php) Problem getting service tagger, instance of class Tagger, from path /home/cpanelusername/advancedinstallfolder/components/tagger/model/tagger/

I have the components setup above root. the site is using the following extras: collection, gallery, getresourcefield, gridclasskey, getresources, tinymce, slideshowmanager, simplecopyright, wayfinder

Problem was a conflict betwen apache mod_security. Disabling it solved but I is there a way keep modsec enabled without distrupting ModX?

Yes, if it's possible to disable specific rules.

Usually, you only need it off for the Manager, though some extras like NewsPublisher might trigger it in the front end.
