Only if you remove them in Package Manager. Otherwise, the package information will remain in the database and cause lots of errors when MODX tries to find the packages. You can only remove older versions of the packages. If you remove the current version, the package will be uninstalled.
Click on the "View Details" button next to a package, then click on the "Uploaded Versions" tab.
