The site_url is dynamically created based on the HTTP_HOST value of the server, along with some other variables. Perhaps all you need to do is clear your cache and access your site using the URL you want to access it from.

That information is a bit out of date. You can still set those values directly in the manager/includes/config.inc.php, but they should come before the lines defining the constants which have been added since that old post was written, e.g.:

$site_url = 'http://domain.tld/';
