There is a field "articletags" which is disabled in my MODx installation for a user without "Super User" role.
A Super User can edit and add new tags. I can't figure out why…

A Super User should be able to do anything they want.
A Super User is able to edit and add new tags.
But a Non-Super User not.. And should be able, but I don't know why..?

Do you have a Tags TV that's protected by an Element Category Access ACL entry?
Is the "super user" also a "sudo" user?

I'm sure you have already looked at this but just in case you haven't there could be something useful here:

Not sure how many users you have. If there is only one user who is not a Super User, could you try creating a new user who is not a Super User and see if they are limited in the same way?
It definitely sounds like a permission issue. A 'sudo' user gets a pass on all permission checks.
What's the policy for the non-super-user's Context Access ACL entry?>
Is the Resource or the Template involved protected in any way?
