How do I display meta tags with place holders

Does anyone know how to make the <title> tag come up directly after the<head> tag; before any other tags?
I’m doing a bit of SEO and I’m trying to have the following order in my presentation of those tags:
<head><title><keyword><description>

I guess the way to do this would be through placeholders or documents variables, but is there any documentation on this?

Thanks for any help

I thought so.

Thanks a lot.
