I've created a gallery which works really well. But some of the images a user uploads are appearing upside down or it's rotating portrait to landscape. Is their a plugin or a way so that the user can rotate the image to the correct orientation without having to edit outside of MODX?

Not that I'm personally aware. You can use pthumb to rotate images before they're being rendered but obviously doing that would rotate all images.

That's what I've done as I think it's going to be easier than finding a work around.
I'm using Gallery. It doesn't need rotate every image just fix ones that are wrong. I use another CMS for another website and that allows you edit within the file manager, something similar would be great.

This probably won't help, but if insert the images in NewsPublisher, or TinymceWrapper, you can rotate them in the built-in image editor. I don't think this will permanently rotate the image in the file, but I could be wrong.
MoreGallery has a feature to automatically rotate images to the right orientation on upload, but I haven't tested it.

I am currently using elFinderWrapper 1.0 (not public yet) that does all you seek and much more.
The Extra is supposed to be a drop-in replacement for MODX browser.
It includes a powerful autoRotate plugin. And of course you can manually and permanently manipulate any image. (resize, crop, rotate, touchup etc)
Oh, there is a connection to pixlr editor for more enhanced off-the-chart edits.
