You can set the number of failed login attempts before the user becomes blocked in the system settings.

You can also set how long they are blocked for with the blocked_minutes System Settings. The default is 50 minutes.

Ok, great thanks! Will try these!

I've tried both these and the blocked_minutes setting worked, but changing the failed_login_attempts from the default of 5 to 3 didn't seem to work (always seemed to use the default).
I've cleared the cache too, just to make sure and the setting has definitely updated in the database. Any ideas why this might not be working?
Thanks for the help LK / BobRay

Noticed it does work, but not as you'd expect - changing the failed_login_attempts to 3 from 5 allows me 5 failed login attempts, changing it to 2 allows me 3 failed attempts strangely.
I'm on the latest version of MODx Revolution (2.5.7 at the time of writing) too, so doubt it will be something missed from an upgrade.
