I'm trying to output resources with pdoResources this way:

[[pdoResources?
	&parents=`0`
	&tpl=`a4yProblemsUncategorizedItem`
	&sortdir=`ASC`
	&depth=`3`
	&limit=`24`
	&showHidden=`0`
	&showUnpublished=`0`
	&sortby=`RAND()`
	&offset=`[[random]]`
	&includeContent=`1`
	&where=`{"template:=":12","AND:content:!=""}`
	]]

but "where" query doesn't work

You're quotation marks are confusing it (the one after 12 has no earlier partner, so it's the comma that's in quotes), and you're missing a colon.

Try this:

 &where=`{"template:=":12,"AND:content:!=":''}`

or this:

 &where=`{"template:=":12,"AND:content:!=":""}`
