I've just noticed there is a "User Notes" option under Admin menu item in the top level Modx menu. Screen shots attached.
This does not appear in all my installations. It's in some older modx versions but not in some newer versions, so I'm thinking it comes with some extra? There's no indication which however. I couldn't find any reference to this in the forum
What is this intended for? How is it to be used?

This is also a feature in latest versions of MODX 2.5.5 and 2.5.6 as far as I can see in all of my installations. With this feature you can send messages to other users available in the MODX installation. Just like an internal communication tool.

I understand that "Messages" allows you to send notes to other modx users, but "User Notes" is an additional item under Admin that does not send anything. I looked over the change logs for the last several modx update and saw no mention of User Notes.
It appears to be just a way to store information in a list of notes. Perhaps for documentation?

User Notes comes with extra AdminTools as extra functionality.
