Hi,
I downloaded modx 2.5.5, uploaded to server, ran setup. I can't get past the first screen. All I get is "File not found". No errors besides it.
Running php 7, also tried with 5.6. Same issue.
I already have other sites running modx without problems on same server.

Look in the setup/lang directory to make sure that the language file is there. There could also be a problem with the permissions or ownership of the lang directory.

Check if all directories has extracted correctly. The setup folder contains the structure as the attached screenshot.

Is there maybe an .htaccess file in the MODX root that could be altering the file paths?
From your description, it sounds like you're seeing the setup start page, with the language dropdown. That means things are in the right place and MODX knows how to find them, so I can't think of any way what you're describing could happen short of missing or corrupted files or file permission issues.
BTW, setting things to 777 will actually cause trouble on many servers where PHP scripts won't run unless things are set to 755 (folders) and 644 (files).

finaly i have solution for this problem with writing manualy the andress index.php?action=welcome. I hope the next version this problem will be solve
I've seen issues where too broad permissions on the setup folder would prevent access to it. Setting the directory permissions to 755 fixed that.
@Adhi: That's the first I've heard of that error, but from a quick google it appears to be related to your server config
