Problem with coding UTF-8 (polish)

Hi,
I have problem with coding in manager. Yesterday I was upgrade modx from 0.9.6.3 to 1.0.0.0 and then to 1.2.
And in default browser decoding manager in ISO(mid-europ), but all texts is in UTF-8 and when i try writing something with polish sign then event don't want to save. When I change browser coding to UTF, then writing is normal, but manager have problem with polish sign.

Server use php 5.3, DB is MySQL 5.5.54 version with utf_polish_ci.
In manager i choose language Polish-utf8, Coding Unicode(UTF-8)-utf-8 and language editor for front part Polish-utf8.
I was try to change in differents posibility but it's no help.
