Have you tried to reinstall?
How did you load the files onto the server?
I'd suggest uploading a freshly downloaded MODX.zip file to the server, unpacking it on the server and re-running setup. Clear the core/cache folder prior to reinstalling. Don't use FTP to load a locally unpacked MODX.zip.
