Moving TV to document tab, can't find "security"

Hello,

I am having trouble moving a TV to the document tab. I found some resources with instructions (https://docs.modx.com/revolution/2.x/administering-your-site/customizing-the-manager/form-customization-sets/customizing-tabs-via-form-customization) however, they all say to go to the "Security -> Access Controls ->". The only problem is I can't find "Security"! Any direction?

I think it's under the cog wheel on the top right of the manager ( Access Control Lists )

Ugh, don't see it there either. :-/

See screen shot, if your on 2.5 you should see that

I see the access control list, just no "Form Customization" within.

Make sure you have the customize_forms permission checked in the policy for the Context Access ACL entry.
