Articles for Magazine Issues dans categories in multilang area

I want to make a magazine website. I consider Articles for this and build each Issue as separate Articles page to display each issue separatly.

The client want to see in another page all articles tagged/categorized in heading XY of each issue. This can be done with getRessources outside of Articles? is this the right way to do?

Another problem is tag name: an article is in french or german. But the website has interface in french and in german. The client want the article A (french) be displayed in french into french website with french tags and in french (no translation) into german version with GERMAN tags. How to deal with translation? a keytag and a lexicon entry?

Has someone implemented a issued magazine with rubriques?
