Uncheck clear cache checkbox?

I have issues when creating new resource, the check box called empty cache is check by default. Sometimes user forgets to uncheck it and entire cache is cleared, because i have more than 3000 pages, then my website again goes slow. Is there option to be uncecked by default?

It do when you edit resource, but when creating new one, it does not
