You can uncheck the 'namespaces' permission on the Context Access ACL Policy. It gives permission to view and edit namespaces. I'm not sure what the side-effects of denying this would be, but I think all it will do is keep them from viewing and editing namespace objects.

Remember that if more than one policy applies, they'll have access to namespaces if any of the policies provide the permission.

Before testing, flush both permissions and sessions after making any changes.

That should be perfect. I would have recommended it, but I didn't know you were trying to let users change System Settings.
