Manager user can't access Ressources (tree)

Dear all,
I have created a new Manager user using the basic process consisting of duplicating the Administrator Policy and Policy Template.
I didn't yet customize the Policy Template and the user access everything in the Manager except the Ressources tree.
And when trying to create new Ressource, I have a context_err.

Please help.

Check to be sure the user group this manager is assigned to has access to the context the resources are a part of ('web' is the default context). Having access to the 'mgr' context doesn't necessarily grant them access to the context holding the resources.

Thank you #claytonk for your response, I realized yesterday that the web context wasn't activated and that was why.
