How to create a resource group (revo 2.4)?

How can I create a resource group (revo 2.4)? The former methode (Go to Security -Y Resource Groups) as written in Bob´s Guide doesn´t work anymore:

I even don´t find in the menue at all where to watch the existing resource groups.

Can anybody help me out?
