You would need to have the hosting provider check the permissions, if the control panel lacks the ability to update permissions. If this is your server, then you would use RDC to manually check the permissions on server (or whatever method you use to access the system).

Should be a simple matter of making sure the user running the PHP process has permission to write to the proper locations, especially within the core/cache/ directory.
