I did every step of the migration guide, reran the setup and corrected all paths.
The Frontend is working fine, but the manager backend is broken (see the attached screenshots)
Does anybody has a tip what is wrong here?

If it's really mod_security, the odds are that the host is the only one who can change it.

This is something that you would set outside of MODX. If you have a control panel that gives you access to the files and folders on your server you should be able to use this to set permissions. Your hosting company should be able to advise you about how to do it.

In most cases you would want to set folders to 755 and files to 644. The exception to this is the core/config/config.inc.php file which I would set to 400. Please be aware that it is possible your hosting environment requires different permissions from these.]]>

It could also be a case of an incredibly tight set of mod_security rules the don't allow JavaScript files to be loaded.
