I've clicked on Clear Cache in the Manage dropdown but nothing happens.

I'm trying to make changes page by page, but this is causing a headache.

MODX is designed really so that you can set it up however you want so there's no particular right or wrong way. You mean for me to add that that in the page template and then add the query to the css file name?

Whoever built the site didn't include a separate header file for managing scripts. The manager's clear cache however should work but if not then try putting a query at the end of the url. ie: http://www.domain.com/index.php?id=1?refresh

Change the id number for the id of the resource you're trying to force a refresh on.
