Potentially Client Config could help if you can give access permissions only to the authorised user. It wouldn't be directly available when editing the Resource it relates to but might save you implementing a completely custom solution.

When you create the template variable click the template access tab and check the templates which should have access to the specified TV. Then set the resource to use the template.
