So the Notify will send emails collected by SPForm?

No, as I said, the two are unrelated.
Let me explain further:
With SPForm, there's a contact form page at your site. Visitors fill it in and the message is sent to your email address (or whatever address you specify). You could certainly paste the content of that email into the Notify form and send it to a bunch of users, but it won't happen automatically.
Notify puts a form on the screen while you're using the MODX Manager. You fill in a message, and the message is sent to all the users in one or more user groups (or to all users registered on your site).
Subscribe lets the user fill out a registration form on your site to become registered users. Then, it sends the user an email with a link to confirm the registration.
Maybe if you could explain exactly what you're trying to do, we could give you better advice.

See my attachement for example,like in this website below Stay connected feature "Join our mailing list" then (textbox - submit) ..I want to inform my subscribers about the changes I made from my webpages.No sign-up needed, just their email.

Subscribe and Notify do exactly that, but the user has to also give a username and password in addition to the email address. I don't know of any extra for MODX the just asks for the email address. On the plus side, Notify lets the users select things they are interested in, so you only send emails to the people who are interested in them.

I've never heard of the one you link to, and it's not listed in the MODX extras repository. I think it's for MODX Evolution and wouldn't work in any version of MODX Revolution.

Is it possible in notify to send to unregistered users? like using only emails. I don't know what to do now.

Sir bob, does your Quick Email works the same? what do you recommend. What I really need for now is a a form to get emails from user/audience then Notify them about the resource update.

QuickEmail just sends a test message to see if the mail system is working, so that's not going to help you.
No, Notify will not send email to users who aren't registered.
As I said above, I don't know of anything that does what you want, though if you can write PHP code, it shouldn't be too hard to create one. Maybe someone else knows of an extra that does what you want.
I think if I were in your situation and didn't know how to use PHP, I would just get a free account at MailChimp and send the emails from there. You can send up to 12,000 emails/month free to up to 2,000 recipients.
