Oké, do I need to change this on every new install of Evo ?
Or do I have to make a dutch file with some translations for Evo 1.0.11?

Did a test with all kind of characters.

I have added the line which WORKS:

In attachment the dutch file for /assets/plugins/transalias/transliterations/dutch.php

Is it possible when having a Dutch manager it picks / chooses the dutch file?

Do we need the below TV's after installing without the option: Sample website ?

Demo content:

documentTags (2) - Space delimited tags for the current document

And the webLogin chunk I always delete too!
