Menu tree state flaky when working in multiple tabs

Another idea I've had, which I think Mark helped me turn into the 'spotlight' idea, was basically friendly or name based URLs for elements like
?id=my_chunk or /manager/chunks/my_chunk

Idea is to make the manager feel file a URL enabled file browser.
