AFAIK, there should be:

<link rel="stylesheet" type="text/css" href="media/style/<?php echo $manager_theme ? "$manager_theme/":""; ?>tabs.css<?php echo "?$theme_refresher";?>" />

The part that gets appended after the questionmark at teh end of the stylesheet... And now that Susan brings it up, what’s the INCLUDE_ORDERING_ERROR? lol
