MODX User File Browser & Upload Permissions

I have tried a lot of this

1. Add Super User - 0 to group
- Nothing
2.Add MGR Context Access with a Super User role that is granted the Administrator Access Policy
- Nothing
3. Add MGR Context Access with a Member User role that is granted the Administrator Access Policy

Tried a lot of things, but no luck.
