Also just noticed all but the dashboard page are blank.
I've set compress_css and compress_js to 0 which I've read can be an issue.

If you tried to run your old site on top of a new installation, and they weren't the same version of MODX, that can cause a lot of problems. You might want to try making sure your browser cache is cleared, if it's trying to use a cached version of the javascript files then the Manager will definitely be broken.
If the site isn't too big, the easiest way to move it is to use Vapor to create a transport package out of it. Then on the new server, install the same version of MODX. Put the Vapor transport package into the new installation's core/packages directory, and install it like any other package.
You can install Vapor on your old site using the Package Manager, but Vapor itself is run from yoursite.com/vapor/.
If you have access to the command line on both servers, Teleport is a better choice than Vapor, it works much the same way though.
Scrape that, the site is up and running. I can see everything, however all the pages (except the homepage) are missing, I can see them in manager but when I go to the URL front end I get a 400 Not Found on this server error.

Guess that's coz it's on a temp address and I've edited my host file to view it.
I'm pretty much ready to give up with migrating this website. I don't know if it's modx or the host, but it just doesn't want to work...
migrating sites is not easy. I think if I was you, I would start again from scratch a fresh install (of the same version) on the new domain and create a new database. if setup completes fine and new modx instance runs fine then you know you have a problem with the migration
