You're not going to believe this (then again you might)
After experimenting with the cut down version this morning I reverted back to my original full file. Hey presto the redirects are suddenly working. WTF? Quickly check all browsers and all working. Write a whole load more redirects and all work.
'scuse me while I find a brick wall to bash my head against.
This is the same file that hasn't worked all week, now it is.
