I have no experience with static resources... but just set one up - I thought I would still be able to edit the file with modx or have I got the wrong idea?

You can still edit the file with the Manager. Editing the file in the Manager will write to the file; editing the file will modify what you see in the Manager. If you have the path to the file correct, on saving the static resource it will (after thinking about it for a few seconds) load the file's content into the static resource. However, if you have content in the resource already, saving it will overwrite the file. It can get a little confusing as to who is overwriting what.

Static resources are not editable from the MODX Manager at this time. The choices would be to edit on the FS using the file browser in the Manager, via FTP or there are a couple other ways to deal with this using Chunks and Regular Resources but that gets crufty.

I need to read more clearly @g5604 as Susan answered your question. You will need to click on the Files tab in the tree and find your css static resource source file on the filesystem. There you can edit it. You cannot, as I mention, edit Static Resources from the Resource Edit view in Revo at this time.

ok thanks Jay, makes sense.
Just a shame the font is so tiny when loading a css file in the file browser!
so you don't have to create static resources at all ? just adding a css file to my css folder is editable in the files tab.

That has always been the case, Static Resources are just static files linked to a resource so you can edit in your IDE and it will update (if you have it setup this way).
As for the font so small make sure you install
Ace or
CodeMirror.
I prefer
Ace but thats just me.
If using Ace go to the Plugins tab and select Ace, then scroll to the end and in the .x-form-textarea line add your preferred font-size make sure you use !important.

The one advantage of using CSS files as resources if you want to is to access the parser. If you just include them normally in your header and edit through the file manager you'd be fine but say you want to use MODX tags in your CSS (which few people do) you would want it as a Resource or Element at least.
