Well, I tried adding a rewrite with htaccess, but sending the browser to the right directory wasn't the problem so that hasn't fixed anything. Paths to assets are still broken and pages are forbidden, but the manager works which is baffling.

I repurposed the commands here: http://forums.modx.com/index.php?topic=43184.0

I tried doing a clean install of modx in the directory without the content of the site I'm trying to move and it was fine. There must be something I'm missing in moving the content. There has to be some setting I'm missing other than the usual suspects where the paths are set.

Just a note in case anyone runs across this problem; I had a couple of issues with the site even in the new directory. The manager was a bit broken and none of the subpages would load.
I had to re-.tar the content and re-export the database again. Lesson in possible corrupted files. Also, I had to turn off friendly urls for the subpages to load, since this site is in dev and I want to keep basic .htaccess settings since the site will move again once it's live.
