php.ini надо увеличить максимальное время выполнения скрипта, если есть возможность. Если нет доступа к php.ini, можно попробовать в index.php, в самом начале добавить после <?
ini_set("max_execution_time",120);
120 - секунд, максимальное время на выполнение
Вряд ли имеет смысл увеличивать время – если за 30 секунд не отправляется, значит, что-то неправильно работает.
Для начала надо убедиться, что письма в принципе отправляются. Скорее всего, для работы с почтой Google придется обновить PHPMailer (сейчас имеется версия 5.1). Также потребуется на хостинге поддержка OpenSSL. И чтобы письма правильно отсылались, нужны примерно такие команды:
$this->Mailer = 'smtp';
$this->SMTPAuth = true; // enable SMTP authentication
$this->SMTPSecure = "ssl"; // sets the prefix to the servier
$this->Host = "smtp.gmail.com"; // sets GMAIL as the SMTP server
$this->Port = 465; // set the SMTP port for the GMAIL server
$this->Username = "username"; // GMAIL username
$this->Password = "password"; // GMAIL password

Проблема решена. Вернее ее и не было. Сегодня на свежую голову догадался проверить почту непосредственно на сервере, а не через почтовую программу - все ОК. Просто в The Bat! нужно было вкл перекодировку в UTF.
Стыдно...
