I searched the forum but I could not find a snippet that can generate the same menu as MODx manager use ?
Is there one published ?
I googled for horizontal (tabbed) menus - it seems that they just work in combination with JavaScript ? Or do they work with pure CSS as well ? Although I use JavaScript I would never use it for important parts of a page because it could be turned off.

I wrote the core for that menu; it’s pure CSS, taken from here:
http://www.alistapart.com/articles/hybrid/
The menu itself is in manager/frames/l4mnu.php, and the styling is in manager/media/style/l4navbar.css. It has been modified somewhat from the basic menu I originally wrote, but it’s not all that different.
I found this code before but it works with JavaScript - inside the menu form you call JavaScript functions - therefore it is not pure CSS. What happens if the user decide to turn off JavaScript ? I think the most important parts of a web page must not rely on JavaScript turned on.

You can do it in pure CSS; see the article I linked to.
In the menu in the modx manager there are onclick javascript stuff in every a-tag. How can I make my own menu with onclick stuff in it? I can’t see an option for specifying it anywhere. I’m using dropmenu btw.
For the ability to add absolutely anything to each menu line, including onclick stuff, I suggest you wait for the first public beta of DropMenu’s replacement which uses chunks for different parts of the menu.
It is also probably worth reminding everyone that the MODx Manager’s menu is not generated by a MODx snippet and that it works in frames.
For the html structure DropDown Menu is perfect. Is pre-installed in your MODx installation.
For CSS

you can find almost any kind of menu done entirely with CSS, cross browser and validating;
here
http://www.cssplay.co.uk/menus/dd_valid_2.html
there is the one that works like the manager menu, but it’s maxed (3 levels, dropdown), so you have to tailor it on your needs.
BTW, great site for heavy CSS use.
I thought you were trying to NOT use Javascript.
