If I understand correctly, you are not able to open the Frames of the MODx Manager. This may be because your browser is set to refuse to open frames. What browser are you using?
No, I can’t open the administration and one people say << ...because there is a script on your website, it blocked the frame and the administration don’t open>> there are any "?" after the url when I try to go to the administration.

No. Once you log in with the login form, the Manager page should open.
http://www.yoursite.com/manager (or http://localhost/manager) is all you need. Logging in will automatically send you to the Manager. Do you get the login form?
The Manager uses frames; if you have a popup blocker or in some other way have frames blocked on your browser the frames will not load.
I just tried this in Firefox in the about:config form to block frames; I cannot say how it would be done in Internet Explorer. Opera has an option of disabling frames.
