We don’t have enough information to help you.
You need to post the code that is displaying the checkboxes and radio buttons and the code that is processing the submitted form.
This isn’t a form. Just a TV.

OK. I see what you’re saying. I don’t know what to suggest because I just tried both your examples and they worked perfectly for me -- though I’m using MODX 2.1.0-rc3. What browser are you using?
It’s possible that it’s a bug in 2.0.8 or that one or more of the MODX files was corrupted during transfer.
If you don’t want to upgrade to 2.1.0, you could try deleting the files in the core/cache directory and, if that doesn’t work, doing an upgrade install.
Upgraded to rc3 and same issue. Even the most basic implementation of radio and checkbox don’t work

What browser are you using?
Try making the tag uncached: [[!*new_window]]
You are saving the resource after changing the TV value, right?
Caching the call is the same result.
