Of course. At a glance it looks like a rip - perhaps it’s just a tribute site and he’s trying to find the time to do his own design work

My gut is it’s someone playing with it to learn about the system and not much more.

Just as I figured. He was just playing around on a live site.

I was just playing around with the cms system and trying
to get my head around templating. There was never any intention of
leaving the site like this, as you can see by the fact that the site has
not been finished in any way at all.
