Question about Blue Sky Test Files#

Hello,

I just downloaded the Blue Sky Test Files. These files are all supposed to be at -20dBFS. Why is it that only the 1kHz tone peaks at -20, but the various pink noise files do not (neither peak nor RMS)?

Both the peak and RMS values of each file are different. Can someone shed light on this?
