Multi-lingual site with BABEL#

Good Morning,
i'm trying to configure a multilingualsite with two languages.

I have my site under context (web) full finished in italian. Now i need to "replicate" the english language.

I configure BABEL with official tutorial,i created two contexts and defined the cultureKey "it" and "en". In manager all work perfect, babel show the translation and duplicate the resource i need translation.

But when i try to preview or switch language in front-end with "", i redirected every time in homepage without effect.
